Human development in East Java in 2018 continues to progress. In 2017 the East Java HDI reached 70.27 and subsequently in 2018 it reached 70.77 or grew 0.72 percent.

Surabaya recorded the highest HDI with an HDI achievement of 81.74, while the lowest HDI in East Java was recorded in Sampang with an HDI of 61.00.

Three cities, namely Surabaya City, Malang City, and Madiun City have recorded a very high category of HDI, 17 regencies / cities categorized as "high", and 18 regencies / cities categorized as "moderate".
